The nation's leader Ferdinand Marcos Jr has proclaimed a state of emergency - which is triggered by mass casualty, widespread structural damage, and disruption to means of livelihoods and daily routines for people in the affected areas.

The typhoon, called in the region Tino, devastated the populous island of Cebu, flooding complete communities and washing automobiles along avenues.

Tens of thousands of people have been evacuated, with many taking refuge in designated safe zones.
