Back in October 2022, as Rishi Sunak assumed office as British prime minister, he became the fifth consecutive British prime minister to occupy the position in six years.
Unleashed on the UK by Britain's EU exit, this represented unprecedented political turmoil. So what term captures what is occurring in France, now on its fifth premier in 24 months – with three in the last ten months?
The latest prime minister, the newly reinstated Sébastien Lecornu, may have secured a temporary reprieve on that day, sacrificing Emmanuel Macron’s flagship pensions overhaul in exchange for opposition Socialist votes as the price for his administration's continuation.
But it is, at best, a short-term solution. The EU’s second-largest economy is locked in a ongoing governmental crisis, the likes of which it has not witnessed for decades – possibly not since the start of its Fifth Republic in 1958 – and from which there seems no easy escape.
Essential context: ever since Macron initiated an risky early parliamentary vote in 2024, France has had a hung parliament separated into three warring blocs – left, far right and his own centrist coalition – without any group holding a clear majority.
Simultaneously, the nation faces twin financial emergencies: its debt-to-GDP ratio and budget shortfall are now nearly double the EU threshold, and strict legal timelines to pass a 2026 budget that starts controlling expenditures are approaching.
In this challenging environment, both Lecornu’s immediate predecessors – Michel Barnier, who served from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were ousted by the assembly.
In mid-September, the leader named his close ally Lecornu as his new prime minister. But when, just over a fortnight later, Lecornu unveiled his new cabinet – which proved to be largely unchanged from before – he encountered anger from allies and opponents alike.
So much so that the following day, he resigned. After just 27 days in office, Lecornu became the briefest-serving prime minister in modern French history. In a respectful address, he blamed political intransigence, saying “party loyalties” and “certain egos” would make his job all but impossible.
Another twist in the tale: just hours after Lecornu’s resignation, Macron requested he remain for two more days in a last-ditch effort to secure multi-party support – a mission, to put it mildly, not without complications.
Next, two of Macron’s former PMs openly criticized the struggling leader. Meanwhile, the right-wing RN and radical left France Unbowed (LFI) refused to meet Lecornu, vowing to reject any and every new government unless there were snap elections.
Lecornu persisted in his duties, engaging with all willing listeners. At the conclusion of his extension, he appeared on television to say he thought “a solution remained possible” to avoid elections. The leader's team announced the president would name a fresh premier two days later.
Macron honored his word – and on that Friday appointed … Sébastien Lecornu, again. So recently – with Macron helpfully sniping from the sidelines that the country’s rival political parties were “fuelling division” and “entirely to blame for the turmoil” – was Lecornu’s moment of truth. Would he endure – and can he pass that vital budget?
In a high-stakes speech, the young prime minister spelled out his budget priorities, giving the centre-left Socialist party (PS), who detest Macron’s controversial pension changes, what they were waiting for: Macron’s key policy would be frozen until 2027.
With the right-wing LR already on board, the Socialists said they would refuse to support censorship votes proposed against Lecornu by the far right and radical left – meaning the administration would likely endure those ballots, scheduled for Thursday.
It is, nevertheless, by no means certain to be able to pass its planned €30bn budget squeeze: the PS explicitly warned that it would be seeking more concessions. “This move,” said its head, Olivier Faure, “is only the beginning.”
The problem is, the greater concessions he makes to the left, the more he will meet resistance from the centre-right. And, like the PS, the right-leaning parties are themselves split on dealing with the administration – certain members remain eager to bring it down.
A look at the seat numbers shows how tough Lecornu’s task – and longer-term survival – will be. A combined 264 lawmakers from the far-right RN, LFI, Greens, Communists and hardline-right UDR seek his removal.
To succeed, they need a majority of 288 votes in parliament – so if they can persuade just 24 of the PS’s 69 members or the LR’s 47 representatives (or both) to support their motion, Macron’s fifth precarious prime minister in two years is, like his predecessors, toast.
Most expect this to occur soon. Even if, by some miracle, the dysfunctional assembly summons up the collective responsibility to approve a budget this year, the outlook afterward look grim.
So is there a way out? Early elections would be unlikely to solve the problem: surveys indicate pretty much every party bar the RN would see reduced representation, but there would still be no clear majority. A new prime minister would face the same intractable arithmetic.
An alternative might be for Macron himself to step down. After a presidential vote, his successor would disband the assembly and hope to secure a parliamentary majority in the ensuing legislative vote. But that, too, is uncertain.
Polls suggest the future president will be Le Pen or Bardella. There is at least an strong possibility that French electorate, having elected a far-right president, might think twice about handing them control of parliament.
Ultimately, France may not escape its predicament until its leaders acknowledge the changed landscape, which is that decisive majorities are a bygone phenomenon, winner-takes-all no longer applies, and compromise is not synonymous with failure.
Numerous observers believe that cultural shift will not be feasible under the country’s current constitution. “This isn't a standard political crisis, but a crise de régime” that will prove anything but temporary.
“The system wasn't built to encourage – and even disincentivizes – the formation of ruling alliances typical across Europe. The Fifth Republic may well have entered its terminal phase.”
