Zelensky Declares Absence of Definitive Security Pledge from European Partners

President Zelensky has stated that European allies have failed to provide concrete pledges that they will protect his country in the case of a fresh offensive by Russia.

"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on midweek.

These remarks follow a day after the UK and France signed a declaration of intent on deploying troops in Ukraine if a peace deal to conclude the conflict with Moscow is reached.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been leading efforts to halt the offensive, reportedly did not sign such a pledge at discussions held in the French capital on Tuesday.

Details of the Paris Talks

Following the negotiations in Paris, which involved some three dozen nations that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated thousands of troops may be deployed.

Allies proposed that the United States would assume a leading role in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.

The Russian government has not yet commented on the announcement made in the city of Paris.

Russian President Vladimir Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Moscow currently controls about 20% of Ukrainian territory.

The President's Evolving Stance

Sir Keir described the joint statement as "an essential component of our dedication to stand with Ukraine for the long-term".

He continued: "It establishes the pathway for the legal framework under which British, French and partner forces could function on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the years to come."

The Ukrainian leader praised that agreement as a "huge step forward".

A day later, however, he seemed more cautious.

"I see the will, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when questioned if nations in Europe would defend Ukraine.

"But as long as we lack such security guarantees - formally ratified, supported by parliaments, supported by the United States Congress - this question cannot be answered. And even if they do, you must ultimately depend first and foremost on your own strength."

Unresolved Issues and Ongoing Conflict

The Paris talks were also notable due to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

Witkoff said the allies "mostly completed" their work on agreeing security protocols.

Recently, Zelensky said a peace deal was "90% ready".

Questions of land and defense pledges have been at the forefront of unresolved issues for negotiators.

The Russian leader has consistently stated that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to conclude hostilities.

The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could redeploy its forces to an agreed point - but provided that Russia did the same.

Moscow now holds about 75% of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The pair of oblasts form the industrial Donbas region.

Attacks have been escalating against Ukrainian cities - with a focus on power facilities. Moscow is also achieving incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with drones, albeit with more limited success.
